The Gettysburg Discussion Group, has two mailing lists (one dedicated to the battle of Gettysburg and the other one for everything else about the War) and a "web chat" feature. The last time I checked the "web chat" didn't work with Netscape Navagator, however.

Clarence Woodcock, has civil war discussion forums dedicated to Maine, New Jersey, New York, Massachusetts, and Pennsylvannia.

The History Channel, also known as History Online has a folder for discussions relating to the Civil War. Look under "Wars".
